Broken System: Stemming Recidivism & Homelessness

The current justice system is broken. Each year, billions are spent on incarceration—but far less on the healing, housing, and rehabilitation that prevent reoffending. First Step Forward exists to change that narrative.

  • Ballooning Costs: Incarceration is economically unsustainable, with billions spent annually—not only on prisons, but on the long-term ripple effects of unemployment, homelessness, and poor health among former inmates.
  • Unaddressed Dependency & Homelessness:  Most people entering custody have already experienced homelessness and live with drug or alcohol dependency. These core issues often remain untreated in prison, leading to recurring cycles of incarceration.
  • Disadvantage Drives Imprisonment: People in prison typically come from lives marked by poverty, trauma, and lack of opportunity. Without genuine rehabilitation, incarceration perpetuates disadvantage instead of resolving it.
  • Inadequate Mental Health Support: Prisons are not designed for individuals with complex mental health or cognitive needs. Instead of promoting recovery, confinement frequently worsens mental health conditions and deepens social isolation.
  • Failure to Address Root Causes: The justice system often overlooks underlying drivers of crime—including trauma, housing instability, and systemic exclusion—making lasting change impossible within the current model.
  • Barriers to Reintegration: Upon release, many face overwhelming barriers to housing, employment, and community support, creating conditions that make rehabilitation and recovery extremely difficult.

  • 24/7 Supported Accommodation: Safe, stable housing with round-the-clock care, providing security and structure to meet immediate needs while fostering long-term independence.
  • Personalised Case Management: Every client receives a tailored support plan designed to navigate complex systems such as NDIS, Centrelink, housing, and health services, ensuring no one is left behind.
  • Culturally Safe & Trauma-Informed Practice: All services are delivered with deep respect for cultural identity and lived experience, particularly for Aboriginal and Torres Strait Islander peoples, ensuring care that heals rather than harms.
  • Therapeutic & Behavioural Support: Clients access psychological counselling and positive behaviour support to address the impacts of trauma, addiction, and justice system involvement—building pathways to recovery and stability.
  • Post-Exit Follow-Up: Our commitment continues beyond the program. Ongoing engagement and outreach ensure sustained independence, preventing relapse into homelessness or re-incarceration.
